YuhTyng Tsuei Patka represents real estate owners and developers in litigation against various New York City and New York State government agencies on matters arising from New York City real property matters. She has litigated and negotiated issues involving 421-a, J-51, ICIP/ICAP and other City programs as well as rent stabilization issues encountered by owners and property managers.
Ms. Patka also regularly represents owners and developers before the New York State Division of Housing Community & Renewal (DHCR) on rent stabilization issues, the New York City Department of Housing and Preservation Development (HPD) on property tax incentive programs, the New York City Department of Finance (DOF) on real estate tax matters, and the New York City Tax Commission (TC) on real estate tax certiorari cases. She has been a member of trial teams that litigated tax certiorari cases at the trial and appeal level. In addition to representing clients on a wide range of issues, Ms. Patka is responsible for representing developers in applying for the New York City Inclusionary Housing Program administered by HPD. Ms. Patka also represents clients on transactional real estate matters.
She has also represented residential and commercial clients in challenging property assessments in all phases of tax certiorari and real property tax litigation in Nassau and Suffolk counties. Prior to joining TKWLL in 2011, Ms. Patka was an associate at a large Long Island law firm where she was responsible for overseeing that firm’s residential tax certiorari practice.
Ms. Patka is fluent in Mandarin Chinese.
